General summary
Responsible for interpreting and administrating the University’s policies and procedures regarding the full cycle of employment: benefits, compensation, performance management, employee and labor relations, retirement planning and other human resource functions.
Major duties
- Interprets and administers guidance to employees on all benefits, including group insurance and leaves of absence. Identifies appropriate options based upon employee group and other status considerations utilizing the employee handbooks and collective bargaining agreements.
- Administers the staff compensation system. Advises supervisors and managers on pay administration and the job evaluation process. Participates in job evaluation committees. Assist departments with creating career pathways and Â鶹´«Ã½ for promotion within a job group. Participation with the design and implementation of the research staff compensation policy. Complete pay implementation procedures for employee groups as scheduled.
- Ensures the recruitment of a qualified, diverse workforce by counseling hiring agents on employment decisions and processes. Responsible for posting benefits-eligible staff positions. Assists with faculty positions and reviews temporary appointments. Partners with departments to identify ways to recruit potential employees and to create plans to retain current employees.
- Administers the performance management and probation systems. Develops performance improvement plans in partnership and collaboration with supervisors.
- Administers collective bargaining agreements. Participates in grievance meetings as requested. Advises supervisors on contract and policy application, the disciplinary action process, and applicable regulations. Makes recommendations regarding employee relations cases.
- Performs daily administration of a variety of human resource functions, including unemployment, forms processing and associated tasks, exit interviews, and file review.
- Serves as a consultant to the University community, providing accurate information and coaching regarding human resource laws and issues. Interprets University personnel policies and procedures to ensure their equitable application.
- Provides training and engages in outreach activities. Participates with management in the development of human resource programs, processes, policies, and procedures.
- Responds to employee requests for retirement planning. Reviews and communicates relevant benefits at retirement based on individual employee group and benefit eligibility. Develops, implements, and improves processes related retirement planning consultations. Collaborates on employee communication regarding retirement benefits and planning.
- Participates with design and implementation of various training programs. Leads training project planning team and implementation of the community engagement training program. Administers the online training system for faculty and staff. Partners with other departments to implement system improvements.
Minimum qualifications
Minimum qualifications based upon job documentation and industry best practices. Any current employees not meeting these qualifications will be grandfathered until they move to a different job.
Required education
- Bachelor's degree in a related field from an accredited institution.
Required experience
- Five years' relevant experience.
- Progressively responsible professional experience in human resources.
- Knowledge of state and federal employment laws.
- Knowledge of HR compliance laws as they relate to employment and compensation.
- Experience in office software, including word processing, spreadsheets and presentation software.
- Collective bargaining experience.
- Strong interpersonal, written and verbal communication skills.
- Strong communication and analytical skills.

Physical requirements
Office or other indoor work with minimal physical demands such as occasionally lifting or moving materials less than 25 pounds.

Work is generally performed in a well-lit, temperature-controlled indoor environment with occasional exposure to the outdoors or any number of elements.
